Opportunities and Impact of 2015 No.1 Document on Multinational companies

On February 1, 2015, the government released its 2015 No.1 Document titled Opinions on Strengthening Reform and Innovation to Accelerate Agricultural Modernization. This is the 12th consecutive year that China's No.1 Document has focused on agriculture. On February 6, DaoHe Forum invited Mr. Xu Xiaoqing to interpret this guiding policy for multinational companies in the agricultural sector. Mr. Xu is the former Director General of the Department of Rural Economic Research at the Development Research Center (DRC) of the State Council, and was involved in the drafting of previous No.1 documents and other key agriculture policies. His comprehensive analysis of the background of this year's No.1 Document and his deep insight on its implications for multinationals sparked enthusiastic discussions among the participants.

Mr. Xu analyzed the challenges and difficulties faced by China's agricultural sector within the broad context of China's macro political and economic environment and the country's rural and agricultural development. This year's No.1 Document, Mr. Xu explained, emphasized the critical importance of changing China's agricultural development model.

During the discussion, Mr. Xu and executives from agriculture multinationals exchanged views on specific issues relating to the implementation of the 2015 No.1 Document, including grain pricing mechanisms, biotechnology and food security.
